ملخص البحث
هدفت الدراسة إلى الكشف عن دور الحوكمة الإلكترونية وتأثيرها على القطاع العام. وأسفرت النتائج عن التحول نحو النظم الرقمية ليس مجرد خيار تقني، بل هو توجه استراتيجي يهدف إلى رفع كفاءة المؤسسات الحكومية وتعزيز قدرتها على الاستجابة لاحتياجات المجتمع. كما أسهمت الحوكمة الرقمية في إعادة هيكلة أساليب العمل التقليدية، من خلال تبني معايير الشفافية والمساءلة، وتحسين تدفق المعلومات، وتعزيز مشاركة المواطنين، بما ينعكس مباشرة على جودة الخدمات العامة وفاعلية اتخاذ القرار، وأوصى الباحث بتفعيل التشريعات القانونية التنظيمية لتفعيل الحوكمة والتحول الرقمي. وإنشاء مجلس للتحول الرقمي، يتألف من أعضاء الإدارة العليا وخبراء التكنولوجيا. ويتمثل دور المجلس في وضع الاستراتيجية العامة للتحول الرقمي وتوجيه الجهود والمشروعات المتصلة به. وتطوير البنية التحتية الرقمية حيث يتطلب التحول الرقمي بنية تحتية تكنولوجية قوية تدعم القطاع العام.
This study aimed to reveal the role of e-governance and its impact on the public sector. The results showed that the shift towards digital systems is not merely a technological choice, but a strategic direction aimed at raising the efficiency of government institutions and enhancing their ability to respond to the needs of society. Digital governance has also contributed to restructuring traditional work methods by adopting standards of transparency and accountability, improving the flow of information, and enhancing citizen participation, which directly impacts the quality of public services and the effectiveness of decision-making. The researcher recommended activating regulatory legal legislation to implement e-governance and digital transformation, and establishing a Digital Transformation Council comprised of senior management members and technology experts. The council’s role would be to develop the overall strategy for digital transformation and guide related efforts and projects. Furthermore, the study recommended developing the digital infrastructure, as digital transformation requires a robust technological infrastructure to support the public sector.
